‘We Are a Training and Development Organisation’ – Research and Development in Finnish Polytechnics
2010
This chapter discusses the research mission of the polytechnic sector in Finland. According to the Finnish Ministry of Education, polytechnics have already become essential actors in the regional innovation system, but they should enhance their regional impact with measures taken to develop the structure of education provision, to combine polytechnics’ regional development projects into larger entities linking different sectors, and to boost networking with different stakeholders, higher education institutions and schools. Polytechnics’ contacts with the world of work have also improved significantly with the aim of evolving into development processes, which benefit all the partners involve…
Modes of innovation and differentiated responses to globalisation - a case study of innovation modes in the Agder region, Norway
2011
Published version of an article in the jounal: Journal of the Knowledge Economy. Also available from the publisher at: http://dx.doi.org/10.1007/s13132-011-0060-9 The main argument of this paper is that firms and industries are dominated by different innovation modes and that they therefore respond differently to challenges of globalisation. The paper differentiates between three modes: science, technology and innovation (STI), doing, using and interacting (DUI) application mode and the DUI technological mode. These innovation modes are based on different dominant knowledge bases, modes of learning and external knowledge. What is the implication of these differences with regard to competing…
Do general innovation policy tools fit all? Analysis of the regional impact of the Norwegian Skattefunn scheme
2017
Background: The paper examines the regional effects of a general innovation policy, i.e. a policy tool that does not target specific industries or subnational regions. General policy tools are an important part of the portfolio of innovation policy measures. However, there is a question over whether general tools are equally relevant for all types of firms, irrespective of their size, sector and location. Findings: The economic geography and innovation study literature, as well as the EU’s Smart Specialization approach, are based on the view that innovation policy tools must be adapted to specific regional conditions. General policy tools are insufficient unless they are adapted to individu…

Regional industrial restructuring: Asset modification and alignment for digitalization
2020
This paper provides a conceptual framework to understand the innovation‐based restructuring of industries in a regional context. The framework includes how firms create new assets, reuse existing assets, and overcome hampering barriers to support innovation processes. The framework also covers how such asset modifications take place at the innovation system level. A core argument is that innovation activity is strengthened and regional restructuring supported when firms’ internal assets are aligned with assets at the regional innovation system level. We illustrate the framework with empirical examples of how digitalization as an innovation process takes place in firms in traditional manufac…

Strategic agency and institutional change
2017
Strategic agency and institutional change: investigating the role of universities in regional innovation systems (RISs). Regional Studies. Past analyses rooted in the thick description of regions successful in constructing regional innovation systems have given way to analyses more focused on the intentionality in these processes, and how actors in regions with their own wider networks can shape these high-level changes in regional fortunes. As part of this, place-based leadership has emerged as a promising concept to restore both agency and territory to these discussions, but it remains under-theorized in key areas. This paper contributes to these debates by arguing that there remains a re…
